Contract Overview
The NASA SEWP (Solutions for Enterprise-Wide Procurement), pronounced “soup,” provides the latest Information Technology, Communication, and Audio-Visual (ITC/AV) solutions and services for all Federal Agencies and their approved contractors. Created in 1993, SEWP I was the first Government-Wide Acquisition Contract (GWAC) in the federal acquisition space. Originally, the contract vehicle provided only technology products for NASA and all other agencies. SEWP has continually evolved over the past 30 years, expanding its scope to meet customer requests. The SEWP vehicle represents acquisition innovation within the Federal Government.
Softek is a NASA SEWP VI Contract Holder under Category B – Enterprise-Wide ITC/AV Service Solutions and Category C – Mission-Based ITC/AV Service Solutions. Through SEWP VI, federal agencies and approved contractors may access Softek’s cloud services and modernization, enterprise infrastructure, network engineering and operations, cybersecurity and security engineering, cyber operations, Risk Management Framework (RMF) support, IT operations and maintenance, IT service management, end-user and service desk support, data engineering and analytics, enterprise application development and modernization, DevSecOps, digital government, technology consulting and engineering, and IT program and project management services, supporting both enterprise-wide operations and mission-critical requirements
NASA SEWP VI is a multi-award Government-Wide Acquisition Contract designed to provide federal agencies with streamlined access to Information Technology, Communication, and Audio-Visual solutions and services.
Fair Opportunity
NASA SEWP VI is a Multiple-Award Government-Wide Acquisition Contract, and Fair Opportunity for orders placed under it is governed by the contract’s terms and conditions, applicable Federal Acquisition Regulation requirements, and NASA SEWP procedures. Consistent with FAR 16.505(b), which requires that each awardee be provided a fair opportunity to be considered for each order exceeding the micro-purchase threshold unless an exception at FAR 16.505(b)(2) applies, Softek will be provided a fair opportunity at the individual order level, including through the SEWP RFQ tools; order-selection documentation is not submitted with the order and is maintained by the issuing procurement office. Softek shall not market, quote, or otherwise offer for sale any IT Solution not listed under its contract until that solution is included in the SEWP database of record and available to all Government end-users. In response to a Government Request for Information (RFI) issued as market research, Softek may offer items not yet on its contract only if each such item is clearly marked as not yet available on its SEWP contract and Softek submits a technology refreshment request to add it.
In response to a Request for Quote (RFQ) or Market Research Request (MRR), Softek will quote only items available on its contract, at prices no greater than those in the Attachment F SEWP database of record when the quote is issued; where its contract holdings are insufficient to fully respond to a Formal RFQ, Softek will submit a No Bid, and unless the RFQ expressly permits partial quotes, Softek will respond fully to all requirements. Each Softek quote will clearly state its validity period, and Softek will honor any order submitted within that period. Responses through the NASA SEWP RFQ online quoting system will follow Attachment C: Contract Holder User Manual (CHUM). Softek will use Government information posted on the NASA SEWP Contract Holder Only Page, such as RFQs and RFIs, solely to propose on SEWP requirements, and will not share that information with third parties or help non-SEWP Contract Holders submit unsolicited proposals for requirements already posted to the NASA SEWP RFQ online quoting system.
